1915 - Tobacco smuggling protocol

That this House notes that tobacco smuggling loses the UK up to £3.5 billion a year in lost revenue and undermines the Government's policy of reducing smoking prevalence by increasing taxes; supports the decision by the Conference of the Parties of the Framework Convention on Tobacco Control, including the UK, to proceed with the development of an illicit trade protocol with the setting up of a negotiating body due to meet early next year and with a timetable for the adoption of a protocol by the fourth Conference of the Parties, which is likely to be in 2010; and calls on the Government to support the adoption of the strongest possible protocol which includes tracking and tracing, licensing of the supply chain, seizure payments, anti-money laundering provisions and civil confiscation of assets, record-keeping provisions, enhanced law enforcement measures and international co-operation.
