EDM 1914 - Sectoral targets and the Climate Change Bill 16.07.2007Challen, Colin That this House notes that the draft Climate Change Bill does not incorporate targets for the contributions that various sectors and technologies should make to the achievement of the UK's emissions reductions; believes in the effectiveness of such sectoral targets in order to prevent each sector passing the responsibility for reducing emissions on to others; therefore considers that the Climate Change Bill when introduced should require a 20 per cent. improvement in residential energy efficiency from 2010 to 2020, a 10 per cent. reduction in commercial and public service sector energy usage by 2010 and a further 10 per cent. reduction by 2020, the generation of 10 per cent. of electricity from renewable sources by 2010 and 20 per cent. by 2020, the installation of 10 gigawatts of combined heat and power capacity by 2010, all existing homes to be low carbon by the end of 2016, all new homes to be zero carbon by the end of 2016 and all dwellings occupied by vulnerable households to achieve a standard assessment procedure rating of at least 65 by 2010; further notes that these are targets to which the Government has committed itself and which the Government has stated are cost-effective and practicable; and calls for the Secretary of State to set future longer term targets in these and other sectors in order to help achieve overall carbon reduction targets. |
